Carter is Joseph Fitten's assistant director and the head of Research & Development (R&D). She performs a number of duties such as manufacturing Weapons, sabotaging and destroying properties, as well as committing various robberies and murders, especially doing these against rival companies. She also provides Contracts for the Teams in Experimental Test.
She adores her job as an assistant to Fitten. She admires Arsonist the most, as she takes care of them by maintaining their outfit as well as applying makeup to their mask for fun. She is sluggish and appears as tired most the time, and she is indifferent and unempathetic towards murder because it's a part of the job.
Carter does not elaborate on more in-depth questions such as how she can be located in many places at once or survive being 1000 meters under water. In response, she will respond sarcastically.

The New WINTER[]
Carter was introduced to provide new weapons for Agent such as the Wraith, the Afterimage, and the Sinister Suit. She mentions Research & Development has a few weapon ideas for the other Mercenaries, including their intended purpose, and further clarifying that they will need to be tested in Experimental Test before they can be distributed for main Mercenary use.
Weapon Voting[]
Carter made a post on Discord stating Research & Development wanted players to vote for which weapon should appear in the next major update. Carter is taking into consideration the top three voted for weapons.
A Weapon concept for each class is provided by Research & Development except for Annihilator, as Carter would explain R&D costs for Annihilator's weapon concept grew so much they blew up the entire R&D building.

Road Map: Phase Two[]
Carter informed the RED team that the GRN team had acquired a job in Miami, and that RED was going with them. She mentioned travel costs are not a worry as the CEO is seemingly giving out an all expenses paid trip. It should take 3-4 months to prepare for the job. Carter also thanks the team for giving their input on Research & Development for weapon testing.
Carter also wonders if Mechanic is going to share his new Sentry Gun with his team.
Trivia[]
- Carter was originally going to replace Ms. Charlie because she was not created by Dorcus Digital. However, this was reconsidered since the community liked the character. Because of this, Carter and Ms. Charlie will co-exist.
- Carter's hair was re-used from the Night Walker.
