The Maestro's Arbitration is a passive primary for the Trooper. It takes on the appearance of an entirely black Friendly Fire Foiler.
It passively refills the meter of any banner the user has equipped, along with decreasing the damage requirement and increasing the duration of the banner's effects by 50%.
